Cultural programme ‘Time – Spaces – People’

The cultural programme “Time – Spaces – People” is an invitation to look back at the past, to create spaces in the present for understanding our everyday lives, and to build bridges for future human solidarity.

The cultural programme is being organised in cooperation with Lithuanian and German cultural institutions and organisations and is planned for implementation in 2027–2028. The main focus is on 2027, whilst 2028 is dedicated to the continuation of activities and the consolidation of results.

The programme was initiated as part of the implementation of the strategic guidelines for Lithuania’s relations with Germany, which aim – in light of the changing security environment – to elevate bilateral cooperation in various fields to a strategic level, strengthen and deepen the partnership between Lithuania and Germany, and raise Lithuania’s profile in Germany.

Geographical scope
The Culture Programme invites project participants to initiate cooperation projects in all 16 German federal states.

German cultural professionals​

Estimated budget
The Government of the Republic of Lithuania has allocated a budget of €2.2 million for implementation, of which:
€0.2 million for preparations in 2026
€1 million in 2027
€1 million for 2028
It is also expected that additional funds will be raised from partners and sponsors.

Objectives:
– To develop formats for intercultural communication that strengthen creative exchanges between people in Lithuania and Germany;
– To establish long-term relationships and partnerships based on shared European values and shared (albeit different) experiences, everyday life and visions for the future;
– To raise awareness of Lithuania as a European neighbour in Germany and to promote an understanding of Lithuanian culture.
